Newry, Mourne and Down District Council (NMDC) become Matrix SCM’s first local authority contract in Northern Ireland. Matrix SCM scored the highest tender score, following a further competition exercise carried out under Lot 1 of the YPO Flexible HR Solutions Framework.

The Council lead the way in Northern Ireland, becoming the first Authority to implement a neutral vendor managed service model for the provision of its agency staffing requirements.

Head of Public Sector, Chris Grimes stated “We’re excited to get to work with NMDC as we know how much value our solution will bring to this newly formed local authority. As a ‘first generation’ customer of the neutral vendor model, we expect to deliver considerable cost savings and significant efficiencies on the Council’s recruitment process. We’re confident that Newry’s new approach will set the trend for other Northern Irish Authorities.”

Matrix SCM will provide the Council with its market leading technology system, Matrix-CR.Net, which will streamline the existing manual processes being carried out by hiring managers. The Council will also receive a 24/7 support service and a strategic service from our supply chain management experts.

The Council can expect to benefit from the following demonstrable outcomes:

  • Ensure candidate and supplier compliance
  • Streamline hiring process and payment transactions
  • Increase value for money
  • Provide a wider choice of high quality agency workers
  • Improve management information over the engagement of contingent labour
  • Reduce overall expenditure for temporary agency workers.
